When you see the material, use the tongs to pull it out of the disposal rather than forcing it down. Use the tongs and never your hand.

Once you have unclogged the disposal, plug it back in or reset the circuit breaker, run water, and try turning it on. If it is no longer jammed, you have fixed the problem. But if it is still not working correctly, you may need to remove the disposal and clear the hoses.
